APPLICATION INFORMATION AND CONDITIONS
- ELIGIBILITY AND EXCLUSION CRITERIA Applicants (natural or members of a juristic persons) must be from previously disadvantaged South Africans, namely: Africans, Indians, Coloureds, and South African Chinese, who are South African citizens. The African in this context includes persons from the first nations of South Africa;
- Applicants who are natural persons must be 18 years or older and in possession of a valid South African bar-coded Identity Document;
- Priority within the target groups shall be given to women, youth, persons with disabilities (PwDs) and military Veterans (as defined in terms of the Military Veterans Act, 2011); in line with the target appearing on the specific advertisement:
- All Public Servants currently serving (National, Provincial, Local spheres of government and State-Owned Enterprises (SoEs) are not allowed to apply;
- All former public servants who have successfully completed their 24 months cooling period (after leaving the public service);
- The successful applicant must be willing to stay fulltime on the farm for the duration of the lease contract; and
- Traditional leaders who are recognized under any legislation in the country shall qualify, provided they disclose their status and remuneration by the State and have proven that they are involved in farming activities(h) Former public office bearers who have successfully completed their 12 months cooling period (after leaving public office); at various scales. The Minister shall make a final determination in this regard.

- A full compliance check of your details will be conducted, should it be found that you have provided false or misleading information, your application will be rejected. In case where approval was done, the lease will also be terminated; and
- Death of the potential beneficiary;
- Written withdrawal of application by the beneficiary;
- Withdrawal of the farm by the Department; and
- Any other circumstances that the committee may feel justify the termination or withdrawal of the allocation.
- In the case of a natural person: Certified copy of the applicant’s barcoded South African ID;
- In the case of a juristic person: Unabridged Legal entity registration certificate, certified copies of all members’ SA IDs, and a Resolution appointing the representative;
- A signed declaration form indicating that the applicant is not a public servant or a public office bearer, in the case of legal entities, all members of the entity must sign the said declaration form;
- Shortlisted candidates will be required to submit a business proposal prior the date of interview;
- Proof of farming resources or proof of access of farming resources for the farming operation I.e capital, equipment, mechanization, biological assets (cattle, goats, chickens);
- Recent tax certificate (not older than 12 months) confirming that the applicant/ legal entity is registered and compliant with SARS as a tax payer (except where the applicant or legal entity is excluded in terms of SARS requirements); and
- In case of livestock, branding certificate, Tuberculosis (TB), Brucellosis and Contagious Abortion (CA) Certificates must be attached.

REQUEST FOR PROPOSALS: Learner & Driver’s Licence Training Programme.
Introduction
Loeriesfontein & Khobab Wind Farms are committed to contributing to the development and empowerment of the local community. As part of our approved Economic Development initiatives, we invite experienced and qualified service providers to submit proposals for the implementation of a Learner & Driver’s Licence Training Programme.
This programme aims to provide selected community members with the necessary training and support to obtain Code 10 Learner’s and Driver’s Licences, improving their employability and access to opportunities.
Programme Scope
The service provider will be expected to:
1) Learner’s Licence Training (20 Participants)
o Theory Training
❖ Provide classroom-based training on traffic rules, road signs, and safety (minimum of 5 days or equivalent hours)
❖ Use of accredited training material aligned to the K53 curriculum
❖ Facilitate practice tests and mock exams
o Booking and Admin
❖ Assist all 20 participants with application and test bookings
❖ Collect and submit required documents to traffic department
❖ Pay test booking fees (where applicable)
o Logistics
❖ Arrange and/or provide transport for participants to and from the test centres
❖ Include catering services for the 20 participants — lunch, a cool drink, and water per day for all 5 days
o Progress Tracking
❖ Monitor attendance, engagement, and test readiness
❖ Submit regular progress reports to the ED Office
- Certification and Test Outcomes
- Track who passes and provide evidence (e.g., test results, copy of licence if issued)
- Driver’s Licence Training (10 Participants)
- Driving Assessment
- Conduct initial driving assessments to determine skill levels and readiness
- Provide roadworthy training vehicles for practical driving lessons.
- Practical Driver Training
- Provide a minimum number of practical lessons
- Ensure training is aligned to K53 and conducted in roadworthy, dual-control vehicles
- Booking and Admin
- Schedule driving test appointments
- Manage all booking logistics with the relevant traffic department
- Submit and cover required fees (unless otherwise arranged with Wind Farms)
- Logistics
- Arrange and/or provide transport for participants to and from the test centers
- Certification and Test Outcomes
- Track who passes and provide evidence (e.g., test results, copy of license if issued)
Target Beneficiaries
- 20 Learner’s License participants (Code 10)
- 10 Driver’s License participants (Code 10)
Proposal Submission Requirements
Interested service providers must include the following in their proposals:
- Company Profile
- Overview of the company, services offered, years of operation, and relevant experience in delivering driver training or similar community programmes.
- Valid Company Registration Documents
- CIPC registration certificate
- Current tax clearance certificate or SARS tax compliance status pin
- Banking Confirmation Letter
- Valid B-BBEE affidavit or certificate
- For each director/member, the following is required:
- Certified copy of ID: South African ID or valid passport (if a foreign national).
- Comprehensive Curriculum Vitae (CV): Detailed CV of each director/member.
- Proof of Accreditation
- Accreditation with the Department of Transport or any relevant Traffic Training Authority
- Registration with the Transport Education and Training Authority (TETA), if applicable
- Instructor Credentials
- Valid instructor licenses or professional driving instructor permits for all trainers involved
- Copies of ID and driver’s licenses for instructors (Code 10)
- Proof of Insurance
- Public liability insurance
- Insurance for training vehicles
- List of Training Vehicles
- Proof of ownership or lease
- Roadworthy certificates for each vehicle
- Vehicle insurance documents
- Health & Safety Policy
- Programme Implementation Plan
- Detailed schedule of training sessions, proposed testing dates, venue info, and support services
- Budget Breakdown
- Itemized costing, including transport, materials, administration, and test fees
- Proof of Previous Experience
- At least two signed reference letters or contactable references from past clients
- Examples of past projects (especially community-based or funded programmes)
- Proof of Local Involvement or Empowerment (if applicable)
- Indicate use of local staff, local partnerships, or subcontractors

The evaluation of the application for project proposals will be assessed as follows:
- 70% price
- 15% functionality and/or experience
- 10% location of the service provider
- 5% BBBEE rating
