REQUEST FOR PROPOSALS: Learner & Driver’s Licence Training Programme.

Introduction

Loeriesfontein & Khobab Wind Farms are committed to contributing to the development and empowerment of the local community. As part of our approved Economic Development initiatives, we invite experienced and qualified service providers to submit proposals for the implementation of a Learner & Driver’s Licence Training Programme.

This programme aims to provide selected community members with the necessary training and support to obtain Code 10 Learner’s and Driver’s Licences, improving their employability and access to opportunities.

Programme Scope

The service provider will be expected to:

1) Learner’s Licence Training (20 Participants)

o Theory Training

Provide classroom-based training on traffic rules, road signs, and safety (minimum of 5 days or equivalent hours)

Use of accredited training material aligned to the K53 curriculum

Facilitate practice tests and mock exams

o Booking and Admin

Assist all 20 participants with application and test bookings

Collect and submit required documents to traffic department

Pay test booking fees (where applicable)

o Logistics

Arrange and/or provide transport for participants to and from the test centres

Include catering services for the 20 participants — lunch, a cool drink, and water per day for all 5 days

o Progress Tracking

Monitor attendance, engagement, and test readiness

Submit regular progress reports to the ED Office

  • Certification and Test Outcomes
  • Track who passes and provide evidence (e.g., test results, copy of licence if issued)
  • Driver’s Licence Training (10 Participants)
  • Driving Assessment
  • Conduct initial driving assessments to determine skill levels and readiness
  • Provide roadworthy training vehicles for practical driving lessons.
  • Practical Driver Training
  • Provide a minimum number of practical lessons
  • Ensure training is aligned to K53 and conducted in roadworthy, dual-control vehicles
  • Booking and Admin
  • Schedule driving test appointments
  • Manage all booking logistics with the relevant traffic department
  • Submit and cover required fees (unless otherwise arranged with Wind Farms)
  • Logistics
  • Arrange and/or provide transport for participants to and from the test centers
  • Certification and Test Outcomes
  • Track who passes and provide evidence (e.g., test results, copy of license if issued)

Target Beneficiaries

  • 20 Learner’s License participants (Code 10)
  • 10 Driver’s License participants (Code 10)

Proposal Submission Requirements

Interested service providers must include the following in their proposals:

  • Company Profile
  • Overview of the company, services offered, years of operation, and relevant experience in delivering driver training or similar community programmes.
  • Valid Company Registration Documents
  • CIPC registration certificate
  • Current tax clearance certificate or SARS tax compliance status pin
  • Banking Confirmation Letter
  • Valid B-BBEE affidavit or certificate
  • For each director/member, the following is required:
  • Certified copy of ID: South African ID or valid passport (if a foreign national).
  • Comprehensive Curriculum Vitae (CV): Detailed CV of each director/member.
  • Proof of Accreditation
  • Accreditation with the Department of Transport or any relevant Traffic Training Authority
  • Registration with the Transport Education and Training Authority (TETA), if applicable
  • Instructor Credentials
  • Valid instructor licenses or professional driving instructor permits for all trainers involved
  • Copies of ID and driver’s licenses for instructors (Code 10)
  • Proof of Insurance
  • Public liability insurance
  • Insurance for training vehicles
  • List of Training Vehicles
  • Proof of ownership or lease
  • Roadworthy certificates for each vehicle
  • Vehicle insurance documents
  • Health & Safety Policy
  • Programme Implementation Plan
  • Detailed schedule of training sessions, proposed testing dates, venue info, and support services
  • Budget Breakdown
  • Itemized costing, including transport, materials, administration, and test fees
  • Proof of Previous Experience
  • At least two signed reference letters or contactable references from past clients
  • Examples of past projects (especially community-based or funded programmes)
  • Proof of Local Involvement or Empowerment (if applicable)
  • Indicate use of local staff, local partnerships, or subcontractors

Please note that the company reserves the right to cancel this application for project proposals at any time.

The evaluation of the application for project proposals will be assessed as follows:

  • 70% price
  • 15% functionality and/or experience
  • 10% location of the service provider
  • 5% BBBEE rating
